The APCD Hearing Board meets on an as-needed basis, often the first Wednesday of the month at 9:30AM.  Meeting site is determined by the case(s) being heard, and meetings are only held when there are agenda items.  The next meeting date and agenda will be posted below when it is available. APCD Hearing Board meetings are audio recorded; recordings will be made available upon request pursuant to the California Public Records Act. In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact the APCD at (805) 979-8050 at least three working days prior to the scheduled meeting. To consider a Petition for Modification of Regular Variance from District Rules 331.D, E, G.1 and I and 206, Part 70 Permit to Operate 9109-R5, Conditions 9.C.2.a, 9.C.2.b.i and 9.C.2.b.ii submitted on May 23, 2024, for relief from fugitive hydrocarbon component emission limits, operational limits, leak and repair requirements at Platform Houchin. The Petitioner operates the equipment described in the Petition at Platform Houchin, located on offshore lease tract OCS-P-166, approximately 7 miles southeast from the City of Santa Barbara.

On March 27, 2024, Hearing Board member Terence Dressler approved an Emergency Variance for Pacific Coast Energy Company LP, from March 7, 2024 through April 5, 2024, or the date compliance is achieved, whichever occurs first. Said Emergency Variance provides relief from District Rules 325.E.1 and 206, Part 70 Permit to Operate 8240-R11, Conditions 9.C.7 and 9.D.6 and allows for continued operation while failing to control produced gas at all times.

Santa Barbara County Public Works Department, 14470 Calle Real, Goleta, CA

On May 31, 2024, Hearing Board member Terence Dressler approved an Interim Variance for Santa Barbara County Public Works Department from March 22, 2024 through June 19, 2024, or the date compliance is achieved, whichever occurs first. On May 31, 2024, Hearing Board member Terence Dressler approved an Emergency Variance for Advenco, LLC dba Lake Cachuma., from May 10, 2024 through June 8, 2028, or the date compliance is achieved, whichever occurs first. Said Emergency Variance provides relief from District Rules 316.C.2., C.3, and G, and 206, Permit to Operate 12345, Conditions 2.b, 4, 6, and 8 and allows for continued operation of the gasoline dispensing facility without properly operating vapor recovery equipment.
