MANN+HUMMEL Water Fluid Solutions, Inc. dba MNUS, 93 S. La Patera Lane, Goleta, CA 93117
To consider a Regular Variance from District Rule 206, Permit to Operate 16120, Conditions 2.d.iv, 9, 11.a (for thermal oxidizer APCD Device ID 109886), Table 3 (ACM Casting Tray and Rinse Tank Emissions), and Table 4. The variance petition was submitted on January 29, 2025, for relief from the Best Available Control Technology reactive organic compounds destruction efficiency requirements, outlet flow rate, and source test requirements for the thermal oxidizer until compliance can be achieved. The Petitioner operates the equipment described in the Petition at the facility in Goleta, California.

On November 13, 2024, Hearing Board member Terence Dressler approved an Emergency Variance for the City of Santa Maria Public Works, from October 24, 2024 through November 22, 2024, or the date compliance is achieved, whichever occurs first. Said Emergency Variance provides relief from District Rules 316.G and 206, Permit to Operate 15456, Condition 7 and allows for continued operation of the gasoline dispensing facility.

7-Eleven Inc., 2164 S. Broadway, Santa Maria, CA
On November 13, 2024, Hearing Board member Terence Dressler approved an Emergency Variance for 7-Eleven Inc. from October 27, 2024 through November 25, 2024, or the date compliance is achieved, whichever occurs first. Said Emergency Variance provides relief from District Rules 316.G, and 206, Authority to Construct 16301, Conditions 7 and 13 and allows for continued operation of the gasoline dispensing facility.

United States Space Force, 1028 Iceland Ave., Vandenberg SFB, CA
On November 26, 2024, Hearing Board member Terence Dressler approved an Interim Variance for United States Space Force from November 18, 2024 through February 16, 2025, or the date compliance is achieved, whichever occurs first. Said Interim Variance provides relief from District Rules 361.G.1 and 206, Part 70 Permit to Operate 13968-R3, Condition 9.C.2.c.ii.4.a and provides relief from the boiler tune-up requirements for APCD Device IC 386176.

On November 26, 2024, Hearing Board member Terence Dressler approved an Emergency Variance for Anishan Services Inc. dba Anita’s VP Racing from November 19, 2024 through December 18, 2024, or the date compliance is achieved, whichever occurs first. Said Emergency Variance provides relief from District Rules 316.C.2, C.3 and G and 206, Permit to Operate 15346, Conditions 2, 4, 6, and 8 and allows for continued operation of the gasoline dispensing facility.

On February 19, 2025, Hearing Board member Terence Dressler approved an Interim Variance for MANN+HUMMEL Fluid Solutions, Inc., dba MINUS from January 29, 2025 through April 28, 2025, or the date compliance is achieved or a decision is made on the Regular Variance, whichever occurs first. Said Interim Variance provides relief from District Rule 206, Permit to Operate 16120, Conditions 1, 2.d.iv, 9, 11.a (for thermal oxidizer, APCD Device ID 109886), Table 3 (ACM Casting Dryer and Rinse Tank Emissions), and Table 4 and provides relief from the Best Available Control Technology reactive organic compounds destruction efficiency requirements, outlet flow rate, and source testing requirements for the thermal oxidizer.
