Hearing –To consider a 90-Day Variance from District Rules 361.G.1 and 206, Part 70 Permit to Operate 13968-R3, Condition 9.C.2.c.ii.4.a submitted on November 18, 2024, for relief from the boiler tune-up requirements until the repairs can be made to the boiler and the tune-up can be conducted.
The Petitioner is the permit holder for the equipment operated by Lockheed Martin Space at Vandenberg Space Force Base. The boiler described in the Petition is unable to operate until the repairs can be made. As a result, the Petitioner has requested relief from the required tune-up requirements specified in District Rule 361 and the Petitioner’s permit to operate. Because the equipment cannot operate until the repairs are made, no excess emissions are expected with the granting of this request.
The Petitioner applied for an Interim Variance concurrently with the 90-Day Variance Petition. The Interim Variance was granted on November 26, 2024 and is in effect from November 18, 2025 through February 16, 2025, or the date a decision is made on this 90-Day Variance, or the date compliance is achieved, whichever occurs first. The 90-Day Variance, if granted will allow the Petitioner enforcement relief from the date the decision is made on the 90-Day Variance, through February 16, 2025, or the date compliance is achieved, whichever occurs first.
