  • District Grant Program Activity – Receive and file the following grant program related activity:
    • An update on the Old Car Buy Back Program for vehicles retired during the period of December 1, 2019 through December 31, 2019
    • An update on the Woodsmoke Reduction Program for fireplace and stove replacement projects during the period of December 12, 2019 through March 1, 2020
    • Summary of the emission-reduction grant agreements approved by the Air Pollution Control Officer for the period of November 26, 2019 through February 29, 2020 in accordance with Board Resolution Number 09-14.

  • Minutes of the October 23, 2019 and January 22, 2020 Community Advisory Council Meetings – Receive and file the minutes from the October 23, 2019 and January 22, 2020 meetings of the District Community Advisory Council.
  • Additional Funding for Woodsmoke Reduction Program – Approve and authorize the Air Pollution Control Officer to use the remaining balance of local mitigation funds that reside in the Innovative Technologies Group fund balance account (approximately $122,000) for the District’s Woodsmoke Reduction Program.
  • Waiver of Competition for the Purchase of Equipment for the Airpointer Portable Air Monitor – Authorize the Santa Barbara County Air Pollution Control District to purchase a benzene, toluene, ethylbenzene, and xylene instrument module from Ambilabs for the Airpointer portable air quality monitoring system as a sole source procurement without being required to conduct a formal bid process, for a total cost not to exceed $42,298, including taxes.
  • Fiscal Year 2019-20 Budget Amendment for Office Space Reconfiguration – Authorize the following budget amendments:
    • Transfer appropriations of $25,000 from Services & Supplies Account #7460 (Professional and Special Services) to Capital Assets #8300 (Equipment)
    • Establish appropriations of $375,000 from Purpose of Fund Account #9899 (Fund Balance – Committed)
    • Increase appropriations of Capital Assets Account #8300 (Equipment) by an additional $400,000 for a total budget of $543,000.
  • Delegate authority to the Air Pollution Control Officer to sign or execute a contract with SmartOffice Interiors for the office reconfiguration services, for an amount not to exceed $255,000.
