  • District Grant and Incentives Program Activity Receive and file the following grant program related activity:
    • An update on the Old Car Buy Back Program for vehicles retired during the period of November 1, 2024 through December 31, 2024;
    • An update on the Landscape Equipment Electrification Fund (LEEF) Program Year 3 for zero-emission landscape equipment vouchers during the period of July 11, 2024 through December 31, 2024; and
    • Summary of the 2024 Clean Air Grants Program emission-reduction grant agreements approved by the Air Pollution Control Officer for the period of August 1, 2024 through December 31, 2024; in accordance with Board Resolution Number 20-13.
  • Notice of Violation Report Receive and file the summary of notices of violation issued and penalty revenue received during the months of November and December 2024.
  • Minutes of the March 28, 2024 Meeting of the South Central Coast Basinwide Control Council – Receive and file minutes of the March 28, 2024 meeting of the South Central Coast Basinwide Control Council.
  • Summary of Permitting Activity – Receive and file the summary of permitting activity during the months of July through December 2024.
  • District Fiscal Year 2023-24 Financial Audit – Receive and file the following:
    • Fiscal Year 2023-24 Air Pollution Control District Annual Comprehensive Financial Report also containing the Independent Auditor’s Report;
    • The Independent Auditor’s Report on Internal Control Over Financial Reporting and on Compliance and Other Matters Based on an Audit of Financial Statements Performed in Accordance with Government Auditing Standards; and
    • The Independent’ Auditor’s Report to the Board of Directors and Management.
  • Report of Air Pollution Control Officer Signed Contracts in 2024 – Receive and file a report of certain specified legal contract, not exceeding $3,500 each, entered into or amended by the Air Pollution Control Officer during the calendar year 2024.
  • Waiver of Competition for the Purchase of Air Monitoring Equipment – Authorize the Santa Barbara County Air Pollution Control District (District) to purchase a Beta Attenuation Mass Monitor (BAM 1020) and related parts from Met One Instruments for the District’s air monitoring network, as a sole source procurement without being required to conduct a formal bid process, for a total cost not to exceed $30,000, including tax and shipping.
  • Driving Clean Assistance Program Memorandum of Understanding –  Consider recommendations as follows:
    • Approve and authorize the Chair to execute a Memorandum of Understanding (MOU) with the Community Housing Development Corporation (CHDC) to administer the Driving Clean Assistance Program in the amount of $40,000 and for the term February 1, 2025 to January 31, 2026; and
    • Delegate authority to the Air Pollution Control Officer to execute MOUs substantially similar to the MOU with CHDC in future years, for amounts not to exceed $150,000, subject to review and approval by District Counsel, Risk Management, and Auditor-Controller.
  • Employee Insurance Plans and Programs – Receive summary and rates of the employee insurances plans and programs for 2025.

  • Appointment of the District Board members to the following APCD committees: Executive Committee; Hearing Board Nominating Committee; and South Central Coast Basinwide Control Council.Appoint District Board members to the following Air Pollution Control District (APCD) committees: Executive Committee, Hearing Board Nominating Committee, and South Central Coast Basinwide Control Council as specified:
    • Select three members of the Board to serve on the APCD Executive Committee during calendar year 2025;
    • Select five members of the Board to serve on the APCD Hearing Board Nominating Committee during calendar year 2025; and
    • Appoint one Board member to serve as the primary representative and one Board member to serve as the alternate to the South Central Coast Basinwide Control Council during the calendar year 2025.
