Draft Federal Part 70 Permit for the Careaga Lease – Orcutt Hill and Casmalia Oil Fields Stationary Source
The Santa Barbara County Air Pollution Control District (District) has issued the draft federal Part 70 permit to the Careaga Lease which is now part of the Orcutt Hill and Casmalia Oil Fields Stationary Source.
This permit is being issued in accordance with the requirements of the District’s Part 70 operating permit program. Following the purchase of the Careaga Lease by Newbridge Acquisition Holding, LLC (NAH), the Careaga Lease became part of Orcutt Hill and Casmalia Oil Fields Stationary Source and subject the requirements of the Part 70 operating permit program.
The Orcutt Hill and Casmalia Oil Fields Stationary Source is located approximately 2.5 miles south of the city of Orcutt in the Orcutt Oil Field in Santa Barbara County. The source consists of multiple oil and gas leases and the associated equipment necessary to process the oil and gas produced from the wells located at these leases.
PERMITTING ACTION
This permit action is the initial issuance of the Federal Part 70 operating permit for the Careaga Lease which has historically operated under a local District Permit to Operate 8896-R12.

Only the federally enforceable conditions in Sections 9.A, 9.B, and 9.C of the permit are subject to public review. Comments on these sections should be submitted, in writing, to the District at the address below (attn.: David Harris) by November 9, 2024.

Issues relevant to the Part 70 permit raised during the comment period will be addressed in writing by the District as part of the final permit issuance.
The District will consider scheduling a hearing for public comments on the draft permit, if a request is made in writing within two weeks of publication of this notice. To request a public hearing, please send correspondence to David Harris at the above address.
Note that the District has transitioned to electronic notices (“e-notices”) for Part 70 permitting actions. All notices will be posted prominently on the public notice section of the District’s public website for the duration of the public comment period. In addition, The District will maintain a mailing list of persons who request to be notified of the Part 70 permitting activity and shall distribute the notice to those persons.
