F-1)        Case No. 2024-02-R (Regular Variance)

Pacific Coast Energy Company LP, 1555 Orcutt Hill Road, Orcutt, CA 93455

To consider a Regular Variance from District Rule 206, Part 70 Permit to Operate 8240-R11, Condition 9.C.6.a submitted on February 15, 2024, for relief from conducting annual source testing on steam generator, SG 100, until repairs can be made.

The Petitioner operates the equipment at the Newlove Lease located 2.5 miles south of the town of Orcutt in Santa Barbara County. The steam generator described in the Petition is not operating due to necessary repairs.  Until the repairs can be made, the Petitioner is requesting relief from conducting the annual source testing specified in the Petitioner’s permit to operate.  As a result, no excess emissions are expected with the granting of this request.

G-1)      Case No. – 2023-04-E

Sierra Resources Inc., 500 Associated Road, Casmalia, CA

On November 9, 2023, Hearing Board member Terence Dressler approved an Emergency Variance for Sierra Resources Inc., from November 6, 2023 through November 20, 2023, or the date compliance is achieved, whichever occurs first. Said Emergency Variance provides relief from District Rules 325.D.1.a., 325.E.1.c., 326.D.1.b, 326.E.3, and 206, Part 70 Permit to Operate 7744-R12, Conditions 1, 2.f, 7, and 9 and allows for continued operation without a vapor control device for four 2,000 bbl crude tanks (APCD Device IDs 106307, 107311, 05262, and 05325), one wash tank (APCD Device ID 108103), one diluent tank (APCD Device ID 110970), one produced water tank (APCD Device ID 110971) and two freewater knock out vessels (APCD Device ID 1112503 and 104067).

United States Space Force, 1028 Iceland Avenue, Vandenberg Space Force Base, CA

On February 20, 2024, Hearing Board member Terence Dressler approved a 90-Day Variance for United States Space Force from February 26, 2024 through May 25, 2024, or the date compliance is achieved, whichever occurs first. Said 90-Day Variance provides relief from District Rules 316.G.1, and 206, Part 70 Permit to Operate 13968-R3, Condition 9.C.9.e and allows for  the vapor recovery testing requirements to be postponed until repairs can be made and testing can be conducted.

Pacific Coast Energy Company LP, 1555 Orcutt Hill Road, Orcutt, CA

On March 4, 2024, Hearing Board member Terence Dressler approved an Interim Variance for Pacific Coast Energy Company LP from February 16, 2024 through May 15, 2024, or the date a decision is made on a Regular Variance, or the date compliance is achieved, whichever occurs first. Said Interim Variance provides relief from District Rule 206, Part 70 Permit to Operate 8240-R11, Condition 9.C.6.a and allows for the source testing requirements to be postponed for SG 100 until the repairs can be made and source testing can be conducted.

G-4)      Case No. – 2024-03-E

Pacific Coast Energy Company LP, 1555 Orcutt Hill Road, Orcutt, CA

On March 4, 2024, Hearing Board member Terence Dressler approved an Emergency Variance for Pacific Coast Energy Company LP from February 28, 2024 through March 28, 2024, or the date compliance is achieved, whichever occurs first. Said Emergency Variance provides relief from District Rules 325.E.1 and 206, Part 70 Permit to Operate 8296-R12, Conditions 1, 11, and 14 and allows for continued operation of Production Well Morganti #04 without controlling produced gas at all times, until the repairs can be completed.
