Notice of Public Review and Request for Comments
Draft Federal Part 70 Permits for the Dos Cuadras – South County Stationary Source
The Santa Barbara County Air Pollution Control District (District) has issued five draft federal Part 70 renewal permits for Dos Cuadras Offshore Resources (DCOR) South County Outer Continental Shelf facilities: Platforms A, B, C, Henry, and Hillhouse. DCOR and prior owners have operated these facilities located approximately six miles south-southeast of the city of Santa Barbara. All five platforms produce oil and natural gas which are transported via sub-sea pipelines to the Rincon onshore facility in Ventura County for final processing. All five platforms constitute one stationary source, considered a major source for emissions of volatile organic compounds, nitrogen oxides, and carbon monoxide.
PERMITTING ACTION
DCOR currently has five federal Part 70 operating permits. This action is the renewal of these permits. No increases in facility production or emissions will occur as a result of this permit action. Once issued by the District and the U.S. Environmental Protection Agency, the five permits will be valid for three years.
