- AB 197 Emissions Inventory District Grant Program Consider recommendations as follows:
- Adopt a Resolution authorizing the District’s continued participation in the California Air Resources Board’s (CARB) AB 197 Emissions Inventory District Grant Program;
- Delegate authority to the Air Pollution Control Officer to sign AB 197 grant agreements with CARB, in future years, for an amount not to exceed $100,000 and subject to review and approval by Auditor Controller, District counsel, and Risk Management; and
- Approve, ratify and authorize the Air Pollution Control Officer to enter into a grant agreement with CARB in the amount of $12,583 for the AB 197 Emission Inventory District Grant Program from May 1, 2020 to May 1, 2021.

- Proposed Rule 364, Refinery Fenceline and Community Air Monitoring Hearing: Consider recommendations as follows:
- Hold a public hearing to receive testimony on Proposed Rule 364, Refinery Fenceline and Community Air Monitoring;
- Adopt the resolution included as Attachment 1 that contains the following action items:
- a) Adopt the California Environmental Quality Act (CEQA) Findings pursuant to the CEQA guidelines;
- b) Adopt the General Rule Findings in support of the proposed rule amendments pursuant to Health and Safety Code §40727 regarding necessity, authority, clarity, consistency, nonduplication, and reference; and
- c) Adopt proposed Rule 364.
- Fiscal Year 2020-21 Proposed Budget Consider the Fiscal Year 2020-21 Proposed Budget as follows:
- Receive the Proposed Budget for Fiscal Year 2020-21;
- Hold a public hearing to accept comments and provide direction to staff regarding changes desired by the Board; and
- Schedule a budget adoption hearing for June 18, 2020.
