Proposed Rule 360 – Emissions of Oxides of Nitrogen from Large Water Heaters and Small Boilers

General Project Description: The Santa Barbara County Air Pollution Control District (District) Board of Directors will hold a public hearing at the time and location listed above to accept comments and consider adoption of the proposed amendments to District Rule 360 – Emissions of Oxides of Nitrogen from Large Water Heaters and Small Boilers.

The proposed amendments will require all newly installed and modified units that have a heat input capacity between 0.075 and 2 million Btu/hr to meet a lower oxides of nitrogen (NOx) emission standard. These standards are based on similar requirements adopted by the San Joaquin Valley Unified APCD (Rule 4308) and the South Coast AQMD (Rule 1146.2). If adopted, the rule will be submitted through the California Air Resources Board to the United States Environmental Protection Agency for incorporation as part of the California State Implementation Plan (SIP).

Who is Affected? Any person who:

  • Supplies, sells, offers for sale, installs, or modifies any boiler, water heater, steam generator, or process heater within the District; or
  • Purchases a boiler, water heater, steam generator, or process heater that will be used within the District.

 Environmental Review: Potential environmental impacts associated with the proposed rule revisions were analyzed in the 2010 Clean Air Plan Environmental Impact Report (2010 CAP EIR). Pursuant to CEQA Guidelines Section 15164, District staff has prepared an addendum to the 2010 CAP EIR. This addendum documents that the changes to the project do not require preparation of a subsequent EIR. The District Board of Directors will consider the addendum, along with the certified final adopted 2010 CAP EIR, prior to making a decision on the project.

To ensure that comments are included in the Board Package, the District requests all written comments to be submitted prior to 5 p.m. on March 1, 2018. Comments may also be submitted at any time prior to or during the hearing.
