AQIA: Class I Area

See this page for more information about Air Quality Impact Assessments (AQIAs).  An AQIA can consist of an ambient air quality standard analysis, an increment analysis, or both.  All increment analyses include a Class II increment analysis.  A Class II Area is any area not designated as a Class I or Class III Area pursuant to 40 CFR 51.166(e) (this link will open the Electronic Code of Federal Regulations in a separate tab).

A Class I increment analysis is required for any project within 10 kilometers of a Class I Area, or any project for which the District deems a Class I increment analysis necessary.  A Class I Area is an area with air quality or air quality related values requiring special protection, and which has been designated Class I by a federal or state authority empowered to make such designation.  Class I Areas include national parks, national wilderness areas, and national monuments.  These areas are granted special air quality protections under Section 162(a) of the federal Clean Air Act (this link will open the US Government Publishing Office’s webpage in a separate tab).  The only Class I Area in Santa Barbara County is the San Rafael Wilderness in the northeastern section of the county.  The map below shows the San Rafael Wilderness in orange, its associated impact area (10-kilometer buffer) in black and the Santa Barbara County boundary in red.

If your project requires a Class I increment analysis, receptors must be placed along the San Rafael Wilderness boundary with 25-meter spacing, within 10 kilometers of the stationary source property boundary.  The District has generated receptors 25 meters apart around the entire San Rafael Wilderness boundary in UTM coordinates, in the NAD83 datum.  The list of Class I receptors is available in Zone 10 and Zone 11, in a simple .xlsx format and in a .csv format compatible with Lakes’ AERMOD View.  The table below contains links to download the receptor lists.
