December 18, 1997, Santa Barbara

• Received and filed draft  minutes of the November 12, 1997 meeting of the APCD Community Advisory Council.
• Received and filed draft minutes of the September 17, 1997 meeting of the South Central Coast Basinwide Air Pollution Control Council meeting.
• Approved the Employment Agreement Renewal for the Santa Barbara County Air Pollution Control Officer.
• Adopted resolution establishing a revised management benefits policy for the Air Pollution Control Officer, management and confidential-unrepresented employees of the Air Pollution Control District.
• Agreed to hold a joint meeting of the Santa Barbara County Association of Governments and the Air Pollution Control District Boards on January 15, 1998 in the Board of Supervisors Hearing Room, 511 E. Lakeside Parkway, Betteravia Government Center, Santa Maria, CA.
• Hearing – Considered recommendations regarding recent Environmental Protection Agency (EPA) Action on Santa Barbara County air quality regarding Ozone Attainment Status and Clean Air Plan Revision Requirements as follows:
  • Received an update on a final action by the EPA to determine that Santa Barbara County has not attained the 1-hour ozone national ambient air quality standard (NAAQS) by the Clean Air Act mandated attainment date of November 15, 1996 and the impacts of this action; and
  • Considered staff briefing on the consequences of a separate North County classification, and provided direction on the scope of continued discussions with EPA.

November 13, 1997, Solvang

• Adopted the 1998 Air Pollution Control District Board schedule of meeting dates and locations.
• Authorized the Air Pollution Control Officer to renew and add insurance contracts effective January 1, 1998 as follows:
  • Renewed Health Net HMO and POS medical insurance contracts;
  • Renewed Blue Cross Dental Net and FFS 3000 dental insurance contracts;
  • Renewed the Standard Long-Term Disability insurance contract;
  • Renewed Voluntary Standard Term Life contract;
  • Renewed Voluntary AIG Personnel Accident contract;
  • Renewed Management Life & ADD contract with United Life and added seven  supervisors to the contract; and
  • Added the following portable benefit contracts to enable employees voluntary enrollment in:
    • Supplemental Catastrophic Insurance program(s) with AFLAC (cancer and intensive care insurance);
    • Supplemental Universal Life Insurance program with Colonial Life; and
    • Supplemental Long Term Care insurance program with Travelers.
• Considered recommendations regarding the Agricultural Booster Pump Repower Program and executed agreements as follows:
  • Executed a grant agreement with Alamo Farming Company, Inc. to provide $10,000 for the purchase of two new low-emission booster pump engines; and
  • Executed a grant agreement with Guggia Farms to provide $10,000 for the purchase of two new low-emission booster pump engines.
• Executed a grant agreement with the regents of the University of California, on behalf of  Housing and Residential Services at the Santa Barbara campus, to provide $23,500 for the purchase of five light-duty compressed natural gas fueled trucks and a small refueling station.
• Hearing – Considered recommendation regarding the Sealanding Marine Vessel Repower Program, and executed agreement as follows:
  • Executed a grant agreement with Truth Aquatics, Inc. to provide $73,923 for the purchase of low-emission main and auxiliary engines for the fishing vessel “stardust” and a low-emission auxiliary engine for the dive vessel “Vision.”

October 16, 1997, Santa Barbara

• Adopted a resolution authorizing the Air Pollution Control Officer to execute amendments to grant agreements for limited increases in the Board approved funding amounts.
• Considered recommendations regarding the Synergy Research Group Electric Vehicle Proposal to be funded through the APCD DMV Surcharge Fee program as follows:
  • Cancelled DMV Registration Surcharge Fee funding of Synergy Research Group’s Electric Vehicle proposal in the amount of $80,000; and
  • Allocated $80,000 in DMV Registration Surcharge Fee funds for use in repowering Clean Air Express Buses with low emission engines.
• Amended the regular meeting schedule of the Air Pollution Control District Board, due to similar action by the Santa Barbara County Association of Governments, by selecting November 13, 1997, at Lompoc City Hall, as an alternate date and location for the November, 1997 meeting.
• Hearing – Considered recommendations regarding the Santa Barbara County Air Pollution Control District “Strategic Plan” as follows:
  • Conducted a public hearing and adopted the APCD Strategic Plan; and
  • Provided direction to staff on the pursuit of alternative funding sources.

September 18, 1997, Solvang

• Received and filed draft minutes of the August 9, 1997 meeting of the APCD Community Advisory Council.
• Executed an agreement with the law firm of Liebert, Cassidy, and Frierson for professional consulting/training services for the period of September 1, 1997 through June 30, 1998.
• Considered recommendations regarding the Agricultural Boiler Initiative Program as follows:
  • Approved up to $300,000 in Subsea Well Abandonment Rig Sharing (“SWARS”) funding to implement additional projects under the Agricultural Boiler Initiative; and
  • Modified the eligibility criteria by establishing a minimum $2,000 APCD cost per ton of emissions reduced for the Agricultural Boiler Initiative over a 10 year project life.
• Adopted a resolution proclaiming September 15-21, 1997 as Pollution Prevention Week affirming the Air Pollution Control District’s commitment to pollution prevention activities.
• Considered recommendations regarding the 1997 annual report on the Air Toxics “Hot Spots” Information and Assessment Act of 1987 as follows:
  • Held a hearing to discuss the contents and significance of the 1997 Air Toxics “Hot Spots” Annual Report; and
  • Received and filed the 1997 Air Toxics “Hot Spots” Annual Report and a summary of comments received at the hearing.
• Considered recommendations regarding the Agricultural Booster Pump Repower Program as follows:
  • Executed a grant agreement with Mahoney Brothers, Inc. to provide $35,000 for the purchase of seven new low emission booster pump engines.
• Held a hearing and adopted a resolution adopting revisions to an Air Pollution Control District Rule; Revisions to District Rule 321 regarding Solvent Cleaning Operations; Associated findings pursuant to Health and Safety Code Section 40727 regarding authority, necessity, clarity consistency, nonduplication and reference; and associated findings pursuant to California Environmental Quality (CEQA) and CEQA guidelines.
• Held a hearing and adopted a resolution adopting an Air Pollution Control District Rule; Proposed District Rule 341 regarding Municipal Solid Waste Landfills; Associated findings pursuant to Health and Safety Code Section 40727 regarding authority, necessity, clarity consistency, nonduplication and reference; and associated findings pursuant to California Environmental Quality (CEQA) and CEQA guidelines.
• Held a hearing to consider adoption of a resolution adopting revisions to an Air Pollution Control District Rule; Revisions to District Rule 1301 regarding Title V (VAFB ENVVEST Program); Associated findings pursuant to Health and Safety Code Section 40727 regarding authority, necessity, clarity consistency, nonduplication and reference; and associated findings pursuant to California Environmental Quality (CEQA) and CEQA guidelines.
• Considered recommendations regarding Environmental Protection Agency action on Santa Barbara County Air Quality-Ozone Attainment Status as follows:
  • Received and file staff report on the proposed action by the Environmental Protection Agency (EPA) to determine that Santa Barbara County ahs not attained the 1-hour ozone national ambient air quality standard (NAAQS) by the Clean Air Act mandated attainment date for moderate nonattainment areas of November 15, 1996;
  • Approved and forwarded comments to the EPA regarding the proposed action (CA-002-BU; FRL-5886-6) requesting the EPA to limit the proposed reclassification to the southern zone of Santa Barbara County; and
  • Authorized the Control Officer to file supplemental comments that provide technical and legal rationale to support different classifications for northern and southern Santa Barbara County.
• Considered recommendations regarding the 1997 regular meeting schedule of the Air Pollution Control District Board of Directors as follows:
  • Set the discussion of the APCD’s Strategic Plan for a time certain of 6 p.m. on October 16, 1997. The regular meeting of the APCD Board on October 16, 1997 will begin at 2:00 p.m.

August 21, 1997, Santa Barbara

• Considered a recommendation regarding Motor Vehicle Emission Reduction Projects funded with motor vehicle registration surcharge revenues as follows:
  • Executed a grant agreement with the Bicycle Coalition to provide $10,000 to produce a video for promoting bicycle use in Santa Barbara County.
• Considered recommendations regarding the Agricultural Booster Pump Repower Program as follows:
  • Approved revisions to the Agricultural Booster Pump Repower Program, by deleting the limit of 5 incentives per person and by lowering the usage requirement of the pumps being replaced from 2,000 hours/year to 1,200 hours/year; and
  • Executed a grant agreement with Betteravia Farms to provide $35,000 for the purchase of 7 new low emission booster pump engines; and
  • Executed a grant agreement with J. Fisher Farms to provide $5,000 for the purchase of 1 new low emission booster pump engine.
• Received and files a staff briefing on the Clean Air Express Commuter Bus Program and considered options regarding the future of the Air Pollution Control District’s participation in the program.
• Received and files a staff briefing on recent revisions to the National Ambient Air Quality Standards by the Environmental Protection Agency and considered policy issues regarding the implementation of the new standards through the development of a Clean Air Plan revision.

July 17, 1997, Santa Maria

• Considered recommendations regarding the Motor Vehicle Registration Surcharge Program as follows:
  • Executed a grant agreement with the Southern California Gas Company to provide $213,000 for the purchase of five CNG fueled garbage trucks and for a public-access CNG refueling stations;
  • Executed a grant agreement with the City of Santa Maria to provide $50,000 for the purchase of a CNG fueled transit bus;
  • Executed a grant agreement with the City of Santa Maria to provide $12,000 for the purchase of 12 bicycle lockers; and
  • Executed a grant agreement with the City of Santa Maria to provide $10,000 for the purchase of two electric bus charging stations.
