Notice of Public Workshop / Community Advisory Council Meeting

 Proposed Rule Revisions to:

  • Rule 330 (Surface Coating of Metal Parts and Products),

  • Rule 337 (Surface Coating of Aerospace Vehicles and Components),

  • Rule 349 (Polyester Resin Operations), and

  • Rule 353 (Adhesives and Sealants).

The Santa Barbara County Air Pollution Control District (District) will hold a workshop during a Community Advisory Council meeting at the time and location listed above.  The purpose of the workshop is to provide a general overview of the rulemaking project and discuss proposed amendments to the rules listed above.

Companies and agencies involved in the following operations:

  1. Coating metal parts and products (Rule 330),
  2. Coating aerospace vehicles and components (Rule 337),
  3. Polyester resin (fiberglass) operations (Rule 349),
  4. Application of adhesives or sealants (Rule 353, includes construction contractors)

About the Proposed Amendments

The proposed amended rules include new or amended solvent cleaning provisions.  These provisions include use of emission-reducing housekeeping methods and operating procedures.  Amended Rules 330, 349, and 353 will limit the cleaning solvent reactive organic compound content to 25 grams per liter.  Rule 337 coating categories and limits are being changed to reflect those found in a U.S. Environmental Protection Agency (USEPA) Control Techniques Guideline document or other California air district rules.  Changes to other rule provisions (e.g., exemptions, recordkeeping) are also proposed to address 1) comments from the California Air Resources Board and USEPA, and 2) specific industrial needs.  In conjunction with the rule changes noted above, minor related changes to Rule 102 and Rule 202 are proposed.

Environmental Review

Potential environmental impacts associated with the proposed rule revisions were analyzed in the 2010 Clean Air Plan Environmental Impact Report (2010 CAP EIR).  District staff will evaluate whether any additional environmental impacts may result from the proposed rule revisions as the project moves forward, and will conduct additional environmental review as necessary.
