Public Hearing on the Adoption of Amended:

  • Rule 102 (Definitions),

  • Rule 202 (Exemptions to Rule 201),

  • Rule 321 (Solvent Cleaning Machines and Solvent Cleaning),

  • Rule 330 (Surface Coating of Metal Parts and Products),

  • Rule 337 (Surface Coating of Aerospace Vehicles and Components),

  • Rule 349 (Polyester Resin Operations), and

  • Rule 353 (Adhesives and Sealants).

General Project Description

The Santa Barbara County Air Pollution Control District (District) Board of Directors will hold a Public Hearing at the time and location listed above to accept comments and consider adoption of several amended rules. Adoption of the amended rules noted above will fulfill commitments in the District’s Clean Air Plan.   Rules 330, 337, 349, and 353 include new or amended solvent cleaning provisions. These provisions include use of low emission materials, methods, and operating procedures in order to reduce emissions of reactive organic compounds. Other changes (e.g., exemptions, definitions, recordkeeping, annual reports) are also proposed for rule implementation purposes and to address comments from stakeholders. In conjunction with the rule changes noted above, minor changes to Rules 102, 202, and 321 are also proposed. These amendments will also be considered for adoption.

Companies and agencies involved in the following operations:

  1. Coating metal parts and products (Rule 330),
  2. Coating aerospace vehicles and components (Rule 337),
  3. Polyester resin operations (Rule 349),
  4. Application of adhesives or sealants (Rule 353, includes construction contractors).

Environmental Review

Potential environmental impacts associated with the proposed rule revisions were analyzed in the 2010 Clean Air Plan Environmental Impact Report (2010 CAP EIR). Pursuant to CEQA Guidelines Section 15164, District staff has prepared an addendum to the 2010 CAP EIR. This addendum documents that the changes to the project do not require preparation of a subsequent EIR. The District Board of Directors will consider the addendum, along with the certified final adopted 2010 CAP EIR, prior to making a decision on the project.

The District has prepared individual proposed amended rules and a Background Paper. The Background Paper’s Appendices A – G include the proposed amended rules. These documents may be downloaded from this page. Hard copies will be made available upon request.
