Proposed Rule 342: Control of Oxides of Nitrogen (NOx) from Boilers, Steam Generators, and Process Heaters

General Project Description:  The Santa Barbara County Air Pollution Control District (District) will hold a public hearing at the time and location listed above to accept comments and consider adoption of the proposed amendments to District Rules 361 and 342.

The proposed rule revisions require all newly installed and modified units to meet a lower oxides of nitrogen (NOx) emission standard. These standards are based on similar requirements adopted by the Ventura County APCD, the San Joaquin Valley Unified APCD, and the South Coast AQMD. The revisions also address the Assembly Bill 617 Best Available Retrofit Control Technology (BARCT) standards as they relate to large stationary sources of air pollution in the County. If adopted, the rules are planned to be submitted through the California Air Resources Board to the United States Environmental Protection Agency for incorporation as part of the California State Implementation Plan (SIP).

Who is Affected?  Any person who supplies, sells, offers for sale, installs, or modifies any boiler, steam generator, or process heater with a rated heat input capacity greater than 2 million British thermal units per hour. These units are typically used in large commercial and industrial settings.

Document Availability:  Copies of the proposed revisions to Rules 361 and 342 are available for review at the District’s website, www.ourair.org/rules-under-development. Hard copies are available for review at the District offices.

To ensure that comments are included in the Board Package, the District requests all written comments to be submitted prior to 5 p.m. on June 6, 2019.
