General Project Description: The Santa Barbara County Air Pollution Control District (District) Board of Directors will hold a Public Hearing at the time and location listed above to accept comments and consider adoption of Rule 323.1, Architectural Coatings. Adoption of Rule 323.1 will fulfill commitments in the District’s Clean Air Plan. The intent of Rule 323.1 is to reduce volatile organic compound (VOC) emissions from coatings used in the painting of buildings and other structures consistent with the California Air Resources Board 2007 Suggested Control Measure for Architectural Coatings.
Sources and Activities Potentially Affected: Any person who:
- Supplies, sells, or offers for sale any architectural coating for use within the District; or
- Manufacturers, blends, or repackages any architectural coating for use within the District; or
- Applies or solicits the application of any architectural coating within the District.
Environmental Review: Potential environmental impacts associated with proposed Rule 323 revisions were analyzed in the 2010 Clean Air Plan Environmental Impact Report (2010 CAP EIR).
Document Availability: The District has prepared a stand-alone proposed Rule 323.1 and a Project Description Summary. The Project Description Summary’s Attachment A includes the proposed rule. These documents may be downloaded from this page. Hard copies will be made available upon request.
Public Comments / How to Comment: Comments are requested to be submitted by June 9, 2014 to provide time to prepare a response before the Public Hearing.
