Draft Rule 363: Particulate Matter (PM) Control Devices

General Project Description: Santa Barbara County Air Pollution Control District (District) will hold a joint public workshop and Community Advisory Council (CAC) meeting at the time and location listed above to accept comments on Draft District Rule 363. The rule would require the operator of an Assembly Bill (AB) 617 Industrial Source to perform visible emission observations and maintenance checks on their particulate matter (PM) air pollution control equipment. Large baghouses would also be required to use a bag leak detection system and be source tested to demonstrate compliance with the emission limits in the rule. The draft rule was created to satisfy the Best Available Retrofit Control Technology (BARCT) requirements in California Health and Safety Code, consistent with AB 617.

To ensure that comments are included in the Board Package, the District requests all written comments to be submitted prior to 5 p.m. on May 12, 2021.

In accordance with Governor Newsom’s Executive Orders N-29-20 and N-33-20 as well as recommendations from the California Department of Public Health, the joint public workshop and special CAC meeting will allow remote virtual participation only. Details on remote viewing and public participation will be provided in the agenda for the meeting that will be posted at the District’s website, no later than 72 hours before the meeting. In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact the District at least three working days prior to the scheduled meeting.
