Draft Federal Part 70 Permits for the Orcutt Hill and Casmalia Oil Fields Stationary Source

The Santa Barbara County Air Pollution Control District (District) has issued seven draft federal Part 70 permits to the Arellanes Lease, Morganit Lease, Muscio Lease, N.R Bonetti Lease, Escolle Lease, Escolle – Amrich and the Righetti Lease facilities which are now part of the Orcutt Hill and Casmalia Oil Fields Stationary Source.

This permits are being issued in accordance with the requirements of the District’s Part 70 operating permit program. Following the purchase of these seven existing facilities by Newbridge Acquisition Holding, LLC (NAH), the facilities became part of Orcutt Hill and Casmalia Oil Fields Stationary Source and subject the requirements of the Part 70 operating permit program.

The Orcutt Hill and Casmalia Oil Fields Stationary Source is located approximately 2.5 miles south of the city of Orcutt in the Orcutt Oil Field in Santa Barbara County.  The source consists of multiple oil and gas leases and the associated equipment necessary to process the oil and gas produced from the wells located at these leases.

 

PERMITTING ACTION
This permit action is the initial issuance of the Federal Part 70 operating permit for these facilities which have historically operated under local District Permits Reeval 8976-R11 (Arellanes Lease), Reeval 8096-R12 (Morganti Lease), Reeval 8980-R10 (Musico Lease), Reeval 8978-R10 (N.R. Bonetti Lease), Reeval 9145-R11 (Escolle Lease), ATC 16208 (Escolle – Amrich), and Reeval 8977-R10 (Righetti Lease).

 

PUBLIC COMMENT PROCEDURES

Only the federally enforceable conditions in Sections 9.A, 9.B, and 9.C of the permit are subject to public review. Comments on these sections should be submitted, in writing, to the District at the address below (attn.: William Sarraf by May 9, 2025)

Issues relevant to the Part 70 permit raised during the comment period will be addressed in writing by the District as part of the final permit issuance.

The District will consider scheduling a hearing for public comments on the draft permit, if a request is made in writing within two weeks of publication of this notice. To request a public hearing, please send correspondence to David Harris at the above address.
